The Packaging and Packaging Waste Regulation (PPWR) was officially published in the EU’s Official Journal on 22 January 2025, introducing new sustainability requirements for packaging. The regulation sets ambitious targets for reducing, reusing, and recycling packaging materials, with a goal for all packaging to meet design-for-recycling criteria by 2030 and be recyclable at large scale by 2035. It also mandates significant reuse targets for transport packaging, such as pallets and crates, requiring 40% reuse by 2030 and 70% by 2040. While these changes aim to promote a more sustainable packaging system, they present significant challenges for the transport sector, particularly regarding the operational feasibility and associated costs of implementing reusable systems.
