On March 4th, 2024, representatives from the Council presidency and the European Parliament reached a preliminary political understanding regarding a proposed regulation concerning packaging and packaging waste (PPWR). This agreement, although reached on 04/03/2024, remains provisional until it undergoes formal adoption by both institutions.

The provisional agreement will be presented to the member states' representatives within the Council (Coreper) and to the Parliament's environment committee for approval. If endorsed, the text will then undergo formal adoption by both institutions, following a review by lawyer-linguists, before being published in the EU's Official Journal and coming into effect. The regulation is scheduled to be implemented 18 months after its entry into force.
