On 18 December ‘23 the European Council reached an agreement on a proposal for a regulation on packaging and packaging waste (PPWR).

The main changes have their origins in the fact that the Council looked for a balance between keeping the proposal's ambition to reduce and prevent the generation of packaging waste and allowing member states sufficient flexibility in the implementation of the regulation.

The European Parliament adopted already its position on the proposed regulation on 22 November 2023. The two institutions will start now the negotiating on the final text of the legislation under the Belgian presidency.

The outcome of these negotiations must then be formally adopted by the Council and the Parliament.
